A new model of elementary particles is proposed, which leads us to a quartet model with strangeness spin. The model explains the data on deep inelastic electron scattering surprisingly well, if we take the parton picture. We predict that the mean square charge per parton equals 1/6 in all hadrons and that, using sum rule, νW_2^ρ/M^2 varies as 1/√<ω> for large ω. Under some assumptions we can show that νW_2^ρ/M^2=105/64. (ω-1)^3/ω^<3.5> and νW_2/M_π^2=8/3_<π・>(ω-1)^<1.5>/ω^2.
