A model of multiple meson production in the collisions of elementary particles at very high energies is proposed. It is assumed that the system of particles produced in a collision cannot be in an equilibrium state; this is in contrast with the fireball model proposed by Fermi. In order to formulate the non-equilibrium state, we employ the stochastic description for the collision process, in which particles are created with a certain probability during a collision. When this model is applied to π-π, π-N and N-N collisions, the multiplicities of the particles produced in the collisions and the standard deviations in the multiplicity distributions are expressed by two parameters, one of which can be eliminated if one uses the Regge pole model for the elastic scattering cross sections. The log-type slow increase of the multiplicities with incident energies is obtained, giving a fair agreement with experiment for both π-N and N-N collisions. Large standard deviations in the multiplicity distributions compared with the equilibrium case are obtained in consistency with experiment.
