Classical properties of a generalized Maxwell electromagnetic theory which is made by adding a Chern-Simons term to the action are studied. Since the Chern-Simons term is bi-linear in the vector potential but is of first order derivatives, current can be carried by the gauge field. Current-carrying classical solutions are obtained. A new boundary condition is required if the Chern-Simons term is defined in a finite region of space.
