It is shown that (i) the π^+π^- enhancement observed in the γγ→π^+π^- reaction near threshold mainly comes from interference between the resonant amplitude for the I=0 state and the nonresonant amplitude obtained by the Born approximation and (ii) this interpretation is consistent with the observed ratio of σ(γγ→π^0π^0) to σ(γγ→π^+π^-).
