Phenomenological theory of phase separation of a binary alloy at low temperatures is developed. The equation of motion for a structure function is derived. The damping coefficient is chosen to give a correct shape of the structure function at large wave numbers. On a scaling assumption we have a slow asymptotic decay of structure function k_m(t) = t^<-a'>: a' = 1/(d+2), where k_m is the wave number at which the structure function has the maximum value and d is the dimensionality. Results are compared with computer simulations in three dimensions and good agreements are found.
