Although the harm caused by excessive concentration in the Tokyo Metropolitan Area is serious, there is no drastic and workable plan to solve the concentration. In this paper, we presented a solution. If we let firms located in Tokyo pay all the amount of rent of workers, or fully lift the ceiling of rent subsidy paid by firms in Tokyo, concentration will be resolved. In other words, if firms in Tokyo pay difference between rent and rent subsidy which is now paid by workers, increment of cost of firms decreases the number of firms and thus population in Tokyo.
