The Japanese society has been awfully patient under the suffering from the lingering economic recession since the collapse of the economic bubble in the early 90s. We have contrived to formulate and carry out every policy possible, only to live up with the status quo. We find ourselves wondering if there possibly are other effective measures to change it. After a careful review of previous measures and policies to recover from the recession, I have come to the following conclusion: We have to focus on "the time-allocation policy," which will transform the present "linear" type time-allocation system of the eight-year-long life-time to the "recurrent" model. More precisely, we have to employ a more flexible time-allocation policy of the GNH (Gross National Hours: the population x 24 x 365 days). In the "recurrent" model, each of us will be able to allocate with increased flexibility our eight-year-long life-time (700,000 hrs) to learning, working, and enjoying leisure. Then we will change our view of life from "living to work" to "living to enjoy life." As a natural result, we will be able to shorten our labor hours and increase free time in the GNH, and adopt well-balanced time-allocation system between "working-life" and "leisure-life." This idea itself is not quite novel indeed. In 1930, John M. Keynes advocated the anticipatory concept in "Economic Possibilities for our Grandchildren", and particularly the Japanese sociologist Ikutaro Shimizu put forward this idea as "the coming of the leisure-age" in 1966. Inspired by Keynes and Shimizu the project team of the leisure Research Center drew attention to the time-allocation problem under the troubles economy after the oil crisis in 1973 and examined the future assessment by the leisure marco-economic model from the perspective of "the era from progress (work) to welfare (leisure)." The present essay tries to 1) reevaluate the aforementioned research project pursued by the Leisure Research Center and 2) make a proposition of the policy of time-allocation to the on-going structural reformation projects in our society.
