Employment rates of new graduates in Okinawa Prefecture are low. Example: for March 1994, the employment rate was 76.0% for junior high, 80.5% for senior high, 46.0% for junior college and 59.1% for university. These rates are substantially lower than the national average. Although currently the rates are particularly low due to the Heisei economic slump, the trend of low employment rates for new graduates in Okinawa Prefecture has remained essentially the same for the past two decades. Because these low rates are indicative of social problems and large numbers of idle youths, the prefectural government as well as related offices and committees have made efforts to improve the rates. Nonetheless, no significant improvement has yet occurred. Even so, the official views and policies have, also shown no change. This, paper therefore critically examines four claimed contributing causes of the persistence of low employment: (D the new graduates themselves, (2) the educational institutions, (3) the firms, and (4) the parents and family of the new graduates.
