The purpose of this paper is to analyze the possible impact of structural changes in the food stamp program on word effort. The approach of this study is an application of the classical theory of utility maximization. The utility of a food stamp household is assumed to be a function of food, non-food, and leisure consumed. Then, through constrained utility maximization, the incom and subsitution effects are examined to assess the Cournot effects of changes in the stuructural parameters of the program. In order to estimate the Cournot effects, a particular utility function is assumed for the household, and a system of three regression equations is constructed. One of the estimation results in dicates that a rise in the implicit tax rate of the program increases work effort.
