As one aspect of Japanese economic growth throughout the latter 1980s, waste has rapidly increased in the large metropolitan areas, especially the Tokyo metropolitan area. Much waste is indeed disposed of in the Tokyo area, but waste which can not be desposed of locally is carried out to underpopulated rural districts, such as Tohoku or Hokuriku which are far from Tokyo. In this way, waste has increased in volume in the local districts in proportion to Japanese economic growth. Many private waste disposal companies have played an important part in the issue of municipal waste disposal. (1) They have transported municipal waste cheaply to rural areas and have illegally disposed of it there in order to make a profit. (2)They have accepted responsibility for the issue of municipal waste disposal which the metropolitan government ought to take. In this way, the Tokyo metropolitan government and some local governments have succeeded in cutting the waste disposal costs and evading their public responsibility for the issue of waste disposal. In this respect, many private waste service companies are regarded as convenient instruments for waste disposal and as a kind of link between cities and rural areas. Many rural areas which are otherwise uninvolved in urban problems have been sacrificed due to municipal waste as the Japanese government continues its hight-growth economic development policy. This study investigates the case of Chiba Prefecture which consists of four districts. First is the Tokatsu area located in the northwestern part of Chiba Prefecture. Second is the the Chiba area in the central part of Chiba Prefecture. These two districts have in common a large population and a diversity of employment (many shops, offices and factories which need many workers). We can say that these two districts are the industrial-commercial centers of Chiba Prefecture. However, there are not enough disposal sites or refuse disposal facilities in these districts to handle of the large amount of industrial and commercial waste that many factories and shops produce. Therefore, each local government in these destricts wants to transport their waste to other local areas in order to avoid contaminating their own environment. For this reason many waste disposal companies exist in these two districts. The other districts are Hokuso and Boso. The former is located in the eastern part of Chiba Prefecture, the latter in the southern part. These two districts are underpopulated agricultural-fishery areas generally with less opportunity to earn a living than in the other two industrial-commercial districts. Under these circumstances, elderly farmers without inheritors often are inclined to lend or to sell their lands to waste disposal companies which arc looking for disposal sites or refuse disposal facilities. In this way, some waste disposal companies have built disposal sites in underpopulated areas and have transferred many kinds of municipal waste by truck to areas, such as Hokuso and I3oso.Judging from the above discussion, urban - rural relationships concerning the issue of waste disposal in Chiba Prefecture give the impression of being based on the economic gap between rich industrial-commercial districts and poor non-industrial districts. This is similar in a sense to the global North-South problem.
