This paper will investigate the Household Waste Disposal Charges newly introduced in Hokubu-Hiyama and Oshamanbe，Hokkaido. It will examine the reduction of waste output and the acceptance of the project by the local population as well as the influences of the program upon the people. The results are as follows: 1. The waste output from households has been reduced by about 20%，but that from offices and stores cannot be said with certainty as reduced. 2.More people were against the project at first than those who were for it，and now the latter are the relative majority. 3. The program produced a positive attitude among the people towards reducing waste and conserving the environment.
