It has been considered in conventional theories on supervision that the ideal educational environment based on communicative reason and the real elevation of teachers'ability can be realized in the public educational labor organizations in which supervisory operations connect smoothly. However, when we examine the >> supervisory relation << in the public educational labor organizations on system theories, we can find the following aspect of affairs : in the controlled relation in which supervisory operations connect, the potential of communicative reason doesn't necessarily bring to realization, or rather, led by the systematic functional rationality, the relation develops a tendency to conceal the contingency of meanings or norms about educational phenomena, and to oppress skeptical speculations.
