This short exposition gives a detailed summary of the emerging global research environment, with a particular focus on US research and development. In the larger, global context, American industry has acquired the freedom to hire talented, low-wage, readily disposable labor anywhere in the world. Because of this, it can be said that the American researcher's position has been devalued somewhat in terms of wages and security. The changes brought about by the new, global economy and the telecommunications revolution will erode labor's bargaining position vis a vis industry management. Former Cold War hostilities no longer drive research directives in America, thus many areas of research have been curtailed, forcing many academic institutions to close, make severe cutbacks, and increasingly open their laboratories to industry. This paper, though written in the spring of 1996,presents a very relevant and sobering picture of US science research, and argues that such an outlook will set the standard for Japan in the near future.
