SEKYURITII, a loanword which was originally the English word 'security', has actually two meanings in Japanese : both ANZEN (safety) and ANSHIN (relief). Analytical consideration of these words in this article has manifested the fact that the concept of 'safety' has verifiability and commensurability that 'relief' doesn't. Risk management and satisfaction of needs through social security system give us a 'safety'. It depends, however, totally upon our conditions whether social security system can give us such a 'relief' or not. If we attempt to bring ourselves a 'relief' through social security system in this age of insecurity(or risk society), we must give more attention not only to the conceptual aspect (modality) of probability which social insurance is based upon but to that of necessity which social assistace is based upon.
