On 1 April 1998 Nagoya University of Commerce and Business Administration initiated a new Faculty of Foreign Languages and Asian studies consisting of two departments, a Department of English and a Department of Asian Studies. With the opening of the faculty a number of fundamental questions about what is to be taught and how it will be examined have been raised. This paper gives a brief historical overview of language testing in this university and examines a number of key issues in achievement testing in this context, including the nature of the tests themselves and a discussion of the experience of other university instructors in Japan, specifically in the areas of oral English language testing and the use of off-the-shelf examinations.
