This paper described the energy resolution of a proportional counter for measuring low energy X-rays. The study was carried out by using the Diethorn's formula for the proportional counter. In this analysis, not only statistical fluctuation of electric charges which were made by primary ions and secondary ions but also noise which occurred from a preamplifier, irregularities of an anode and fluctuation of gas pressure in the counter were considered. To improve the energy resolution of the proportional counter in low energy radiation measurements, it has been thought that it was most necessary to increase the gas amplification. However, according to our analysis, it is clear that the best value of the energy resolution can be obtained at lower part of a gas multiplication factor of around several hundred.
