Longitudinal waves propagating across a magnetic field are studied theoretically. Electrons and ions of the plasma are assumed to have shifted Maxwellian velocity distributions with different mean velocities, which are perpendicular to the magnetic field. The condition obtained for an instability is V > {10.36 (T_1)/(T_e) ((ω_<ce>)/(ω_<pe>))^4 (ν_eν_i)/(ω_<ce>ω_<ci>}^<1/5> V_<eT> where V is the mean velocity of electrons relative to that of ions, V_<eT>=√<T_e/m_e> is the electron thermal velocity, ν_e and ν_i are the collision frequencies and other notations are conventional. The wave number k of the wave excited at the minimum relative velocity is given by kV ≈ ω_<ce> and the corresponding frequency is ω ≈ k v_<iT> in the rest frame of ions. Some numerial analyses are made to confirm the conclusions.
