A first-order transform matrix is proposed for calculating electron beam emittance dilution arising from coherent synchrotron radiation (CSR) in a next-generation light source based on an energy-recovery linac. The matrix approach enables us to scan numerous parameters for the design of achromatic cells of minimum emittance dilution. The emittance dilution can be minimized when the envelope of CSR wake dispersion matches the betatron function envelope at the achromatic cell exit.
