This article deals with the employment problem in Russia. Labour market under the transition economy is analyzed. The first characteristic of labour market in Russia is the existence of "latent unemployment". Enterprises still hold many employees in their factories and offices. There are many employees who work in the condition of incomplete working day or working week. The wage is not completely paid. The release of surplus employees has been the task of Russian enterprises. However, this process of release is making slow progress. The second characteristic is severeness of the employment problem among women. There exists discrimination between men and women. Many women lose jobs and are under unemployment. The third is that the employment policy is behind the situation. The control over labour market by the government is not working effectively. This article also examines the possibility of enlargement of employment opportunity. The investment by the enterprises in private sector will give employment opportunity. In order to increase investment, it is necessary to improve the industrial structure and develop the industries which have competitiveness in the global market. The rate of unemployment has been gradually rising. More active employment policy by the government will be required in the future.
