The robustness of a collective opinion obtained in the citizens participatory conference concerning four scenarios of Nagoya's waste reduction scheme was examined. The panels' preferences for the scenarios were collected by cumulative voting with equal share of votes, while their preferences were structured by the weights of criteria revealed by each panel. Then these weights of criteria as well as the shares of votes of the panels were perturbated by Fuzzy measures and re-collected by using the Choquet integral. The result shows that the collective opinion of the panels is insensitive with respect to the modus operandi of decision aggregation.
