EMS (Environmental Management System) in the universities should be operated based on the information of chemical management controlled by a central administrative management. In TIT (Tokyo Institute of Technology), the information controlling system on purchase, usage, disposal, and discharge of chemicals into environment is managed by the central administration, and the EMS for total environmental risk management concerning chemicals used in TIT has been established. In practice, the chemical management will be difficult, when environment-safety and health-safety are separated. Therefore, in TIT, environment-safety and health-safety are combined underthe regulation on the chemical management. In both safeties, the real time controlling on the data on purchase, usage, disposal, and discharge of chemicals are the common base for the management. Based on these accurate data concerning the chemicals, the risk can be disclosed and the further improvement for risk reduction can be done. By recycling PDCA cycle of this kind of combined management system with EMS and OSHMS (Occupational Safety Health Management System), the EMS and OSHMS will be effectively operated in the universities where various kinds of chemicals are used in a small amount in their laboratories. This paper describes the recent status of TIT'S activity on the combined management system with EMS and OSHMS, and will propose the concept on the combined management system.
