There is a growing argument on whether a voluntary action can decrease environmental emissions or not. This study carried out survey and interview to facilities and statistically analyzed collected data in order to validate effects of introducing an environmental management tool as a voluntary management on environmental emissions control in the facilities. External pressure, competitive benefits, social responsibility, organizational factors and environmental management tools including ISO14001 were taken from economical or policy economical theory as reasons for introducing environmental controls such as reduction targets. The statistical results found that ISO14001 introduction was positively significant on the environmental controls of energy and waste, regulated emissions, DIE (Design for Environment) and supplier check. Especially the effect on energy and waste was quite high. The interview explained that ISO14001 had improved the facilities to establish the reduction targets for environmental emissions. In addition, many of the targets had levels which required a lot of efforts, but most of them were accomplished. Consequently, ISO14001 was an effective tool for reduction of the emissions, while it had a limited effectiveness on the regulated emissions and other tools were also needed for improvement of a wide range of the environmental emissions control.
