The view of the Environmental Partnership in the Lake Biwa Region

In this study, we review the reaching point and subject for many-sided activities of residents, citizens, entrepreneurs, administrations and scientists, based on the historical deployment of the environmental partnership involving Lake Biwa. And we show the future state of the environmental partnership activity which each subject demonstrates the strong point and carries out the mutual complement of the weak point for loose cooperation in the Lake Biwa region. Then, based on the results of the panel discussion in September, 2002, we analyzed the minutes, the questionnaire and the hearing survey to the participants and the panelists. Consequently, the important points to promote environmental partnership can be summarized to the following four items.(1) Historical deployment of the environmental partnership in the Lake Biwa region such as soap promotion movement was clarified.(2) The various environmental partnership activities in the Lake Biwa region were divided into eight types.(3) By the questionnaire and hearing survey, the roles of each subject to promote environmental partnership were specified.(4) Based on these analysis results, seven effective measures to promote the environmental partnership were proposed, and two subjects in the present were mentioned.
