• Care Nonprofits are developing dramatically after launching Public Long-term Care Insurance Law in 2000. These Care Nonprofits have long history from early 1980s outside Japanese Social Welfare System. They have developed from voluntary organizations to incorporated Care Nonprofits under the Special Nonprofit Organization Law in 1999. They provide Care services both Public Long-term Care Insurance services (PLCI services) and independent services not covered by PLCI. We have conducted nationwide survey on Care Nonprofits in 2001 and got ample of data on Care Nonprofits regarding organizational and managerial factors. We also analyze Consciousness of NPO leaders on community and welfare system. We have identified several characteristics on Care Nonprofits leaders and we estimate that both leadership structures and missionary consciousness bring them to pioneer role in Community Welfare services.
