概要

• TEPCO Fukushima First Nuclear Power Plant accident evoked fundamental questions on the management ability of reactors by electric power company and the regulating authority, and revealed fundamental defects within the conventional nuclear disaster prevention systems. These systems, based on the Radiological Emergency Response Plans should be throughly examined, given TEPCO Fukushima First NPP's experience. This paper focuses on the current and planned nuclear disaster prevention systems. In particular, the case of the TEPCO Kashiwazaki-Kariwa Nuclear Power Plant, which is the world largest and TEPCO's remaining only nuclear power plant, will be examined.
