This paper considers a collaborative approach to community regeneration in Leeds, in succession to our last paper. It dealt with a short history of University Adult Education in Leeds, its internal efforts in responce to outer changes and socio-economic pressures. They are building a new relationship with trade unions and developing a new project of Popular Education for Dempcracy. Here we analyse the bid to the Single Regeneration Budget by Leeds City Council. Under the widened economic disparities the problem of social exclusion has been more serious. A collaborative approach by the city council and universities in Leeds is now in action. The characteristics of the Leeds practice we can learn are those of the way of effective planning, inter-agency approach, partnership with and participation by the community organisations, inclusion of education and training programme into the community regeneration project and so on. The contents of the paper are as follows. 1. the concern of UAE to community education. 1) UAE and community education. 2) an outline of Leeds City SRB project. 2. the analysis and consideration of the Bid to SRB. 1) the content and the analysis of the Bid to SRB. 2) the value and characteristics of the Leeds Project. The Leeds Initiative is actually removing barriers and creating opportunities for the disadvantaged people and areas.
