A local government, called as "An autonomous body", is required to govern itself and build excellent prefectures as well as excellent cities by taking suitable ways in an area. The effects obtained as a result of appropriate autarchy -- namely" The figure of the area and economic community which it makes up ". That is the grand design.An autonomous body has a duty to make" Comprehensive promotion plot" based on the Local Government　Act and decides it in general every ten years. However, there is almost no local government that has intelligibly　presented the pursued form (grand design) in the closing year of a plot.Now, by analyzing the characteristics of Saitama Prefecture. we can propose" Formation of its own biosphere which is compatible with inland open-system economy".
