This paper explores the characteristics of the theory of development education posed by John Fien, an Australian researcher. I particularly focus on the relationship between development education and critical pedagogy. Firstly, I overviewed the outline of Fien's theory. The following three characteristics were identified; (1) expression of ideological and value orientations to students, (2) discretion in teachers' stepping in students' decision-making in their attitudes or actions to take, and (3) putting emphasis on the role teachers should play. Secondly, I analyzed the relationship between Giroux's theory on critical pedagogy and Fien's theory to reveal the theoretical background. Then three significant points and two problems of Fien's idea were pointed out. The significant points were to (1) obviously distinguish the specified orientation of his development education from teachers' approach toward students' decision-making in their attitudes or actions, (2) define teachers' role, and (3) contribute to the theoretical development based on a pedagogical viewpoint. The problems were the inadequacies of (1) concrete steps to distinguish the two elements mentioned above as the first significant point, and (2) his consideration for the possibility that students may resist the values or ideology which Fien proposed.
