Regarding the content and basic idea of national language education in Japan and China, it was pointed out that China put greater emphasis on political education than Japan. However, due to the globalization and influx of external values, both Japan and China have had comnI0n challenges to face as of late and need to strive to find solutions for the social problems they are experiencing. Both countries have been conducting educational reforms since the 1990's and are trying to confront the issues through the enhancement of students' initiative in "reading". The reforms in both countries indicate that they have several common features not only with regard to their educational philosophy of esteeming of students' initiatives but also regarding educational goals and content. However, there still exist certain differences between the two countries. After reviewing the changes brought into the new National Curricula and educational guidelines in Japan and China, the paper examined the impact of these revisions on textbooks. Comparative analyses were made regarding educational philosophy, educational goals and content in both Japan and China.
