The Nobi Earthquake (1891) was the greatest earthquake that ever originated within the land of Japan. For a long time, it had been considered that there were no remarkable precursors to this earthquake. In 1941, fifty years after the earthquake, A. Imamura argued, referring to C. Davison (1921), that a remarkable increase in seismic activity had been observed preceding this earthquake. In 1943, Imamura published his own paper and concluded that the earthquake was accompanied by precursory seismic activities. In the present paper, it is shown that Imamura's views can never be valid because of their internal inconsistency. C. F. Richter(1958), an excellent American seismologist, leveled caustic criticism at Davison's work. If Richter had been informed of Imamura's papers, he would not have hesitated to criticize them completely. Imamura is generally known as a pioneer of earthquake prediction. However, his papers on precursors to the Nobi Earthquake, which have not been so far referred to, should be taken into account in order to form a real estimate of his work on earthquake prediction.
