One aspect of corporate risk management is BCP, or the Business Continuity Plan. Generally speaking, in the areas devastated by the Great East Japan Earthquake, while major corporations which had BCPs resumed their businesses relatively quickly, more than a few of the small- and medium-sized enterprises (hereinafter, "SMEs") without BCPs went bankrupt. Still, there were also managers of SMEs who maintained business continuity by OEM. Those companies, suffering destructive damage from tsunami, entrusted their production functions to companies in other geographical areas. Taking the example of Ishinomaki, it seems rather difficult for SMEs to promote OEMs on their own. Their success requires the cooperation of many organizations (such as universities, chambers of commerce and banks) connected by a networking agreement. Such a cooperative support system may serve as a BCP model for SMEs which need to prepare for unpredictable major disasters.
