This paper examines the previous pattern of university graduates' behavior in their transition from university to work while ruled by the state administrative job-assignment system in the former-USSR and how it affects the present behavior of graduates in Russia. To determine the student's behavioral pattern while ruled by preexisting institutions, we employed the documents used by the supervisor of a students' group in a local university for allocating graduates to factories or enterprises during the time of socialism. Furthermore, to ascertain the present student behavior and social ties between universities and employers, we adopted the present job-assignment data and conducted interviews with a university and employers. This examination clearly demonstrates that the university was a key mediating player between students and employers and that, even now, university graduates depend on this previous pattern of behavior by utilizing their university as a transition mediator from the university to employment in the sense that formal social ties between the university and employers can assist them in finding work. Employers also maintain their social ties with the universities; thus, we suggest that this can provide a new recruiting strategy for foreign companies working in Russia.
