It will not be an overstatement to say that the healthcare system of Japan was created and evolved on the model of European healthcare systems. The healthcare systems of European nations have long histories of more than 500 years. After World War II these nations renovated their systems advocating buildup of welfare states, with a view to providing 'high-level, low-priced healthcare benefits to all people.' These systems worked very well in their initial stages as younger people in their most productive years constituted siginificant parts of the populations. Since early in the 1980s, however, due to maturing of the economies, aging of the populations and sophistication of medical treatment and pharmaceuticals, the European nations began to see aggravations of their healthcare finances.
