In this paper, we introduce a novel Vehicular Communication Network (VCN) structure which is designed with an integration of the Vehicular Ad-hoc Networks (VANETs) Domains based on standard IEEE 802.11p and IEEE 802.11s Wireless LAN Mesh Networks (WMNs). Additionally, static and dynamic admission control mechanisms based on IDle time Ratio (IDR) of Physical Channels monitored in real-time manner are also designed and applied to the proposed VCN model. Simulation experiments are intensively investigated for evaluating the proposed vehicular network model as well as the admission control mechanisms applied for video flow delivery between content servers and cars. The simulation results showed feasibility of the proposed novel integrated network structure based on IEEE 802.11 family standards for supporting communication between vehicles and the content delivery servers. Moreover, the effectiveness of the designed admission control mechanisms for assuring the communication quality in the VANETs integrated with WMNs is also proved. In cases that there are many accesses requested by cars concurrently, the dynamic admission control mechanism outperforms compared to the static admission control mechanism. The selection of suitable IDR values are also analyzed to find out the optimum IDR value for the admission control mechanism to take effect assuring communication quality of video flows in terms of throughput and packet delivery ratio (PDR) metrics.
