In the process of the enlargement and deepening of the European Union, several significant changes have been observed in the regional policy arena. The European Commission has launched the INTERREG II C Programme and has established policy receptacles, the "sub-regions", for this particular Community initiative. Some of the sub-regions, such as the North Sea Region and the Baltic Sea Region, have their own grand designs for their respective integrated regional development schemes. These visions have been established in accordance with the norms set down by the CEMAT Guiding Principle, the consensus document for spatial development that covers the entire European continent, and the European Spatial Development Perspective, agreed upon by the ministers responsible for spatial planning in the EU. In this paper, the interaction between the policy arena and trans-national actors is analyzed. The CEMAT Guiding Principle and ESDP offer effective measures for spatial planning to the actors involved. After the deepening of the EU, the meaning of the national borders has changed and substantial gains have been made in transnational and inter-regional cooperation utilizing the measures found in the INTERREG initiatives. The CEMAT Guiding Principle and ESDP have interjected their norms into regional grand designs and INTERREG projects. However, differences between the two perspectives have been observed when they are examined using the analytical framework of geo-governance, an analytical approach developed by Dr. Ngai-ling Sum. In the conclusion, it is noted that the CEMAT Guiding Principle deals mainly with universal European norms, like human rights, democracy and sustainable development. In contrast, ESDP sets down introverted norms like economic and social cohesion, as well as balanced competitiveness. This research has been extended to grand design making for the North East Asia region.
