This paper examines features of scales as an applicable framework for promoting transnational cooperation activities within mezzo-regions such as the North East Asia region and the North Sea region. Based on this discussion, the paper offers criticisms of the multi-level governance approach which does not touch the newly developed regional playing field of actors. In the process of globalization, mezzo-regions in EU have deepened and tightened their interdependencies through the use of EU fund devices like INTERREG III B/IV B. The strata of supra-national/national/regional have been studied with the multi-level governance model. However, this approach does not incorporate adequate analytical devices for newly developed regions such as mezzo-regions and micro-regions. Compared to the national scale, regional scale is more flexible and the area it covers is less rigid. Moreover, the MLG approach takes into account only politics within a scale, but ignores politics among scales.
