This study discusses how to improve the method of evaluating student compositions by referring to the NAEP approach. In order to examine the method of improvement, the study compares the approaches adopted by two countries (Japan and the USA) focusing on three aspects (the prompt, the rubric, and the sample) to determine the effectiveness of the NAEP approach. The research reveals that: (1) The use of the prompt clarifies the evaluation criteria and improves the objectivity of the evaluation. (2) The use of the multi-level and multi-dimensional rubric clarifies the standard required for writing compositions. (3) The use of the sample complements the limitations of the rubric and improves the reliability of student achievement evaluations. The study also examines what needs to be considered in applying the NAEP's evaluation approach to Japanese composition instruction and makes the following five suggestions:
