Educational `systems' can be evaluated according to a `systems' approach, when `system' is definedas `a set of things which together form a connected whole`. Using a systems approach, we first exam ine the goals and ascertain if the purposes are the products of the people's needs. This paper will assessthe goals of the Yuzho Sakhalinsk International School and describe the evaluation process where the`system' includes the individual. the school. the nation, and international community.Using this approach. evaluation will be defined as "the making ofjudgements about the worth ofand effectiveness of educational intentions, processes and outcomes; about the relationships betweenthese: and about the resource, planning and implementation frameworks".The following questions were used in creating a yearly evaluation process for goals, curriculum andadministration:1. What are the puposes of the evaluation?2. Who are the potential audiences of the evaluation?3. What are the particular questions to be answered in order to achieve the purpose?4. What types of information will be collected and from whom?5. What techniques and instruments will be used for gathering the information?6. Who is to be involved in conducting the evaluation and in what capacity?7. What is to be the form of reporting?8. What difficulties and side effects are anticipated?Answers to each of these questions will be discussed in this paper.
