Elderly care and its policies have received much attention in the most rapidly aging country of Japan. What are the historical developments and present problems of care support activities for the elderly Koreans in Japan? This paper focuses on the activities of the Federation of Korean Residents in Japan (MINDAN) and introduces the historical development of elderly care for the largest ethnic minority group in the country. MINDAN's data of social welfare facilities for the elderly enables us to understand care support activities and the circumstances for this minority elderly group in Japan. I also surveyed this organization and qualitatively analyzed their publications (1999-2010) of their social movement for the support of elderly care. My analyses partly describe the historical development and recent challenges in providing and improving elderly care support for Koreans in Japan. This research adds to studies on the state of elderly care policy in an aging society, suggesting the importance of information accessibility for the care recipients and researchers, and the resulting quality care for all.
