This study investigates the zero-emission activity which realizes the concept of occluded form resource circulation shown by K. E. Boulding. This activity was originally aimed to emit the waste materials of all industries, but after each company started to experiment an independent indicator of its own, the activity has been domestically developed as the zero emission activity (so-called the waste-free activity) at the individual enterprise place level. Based on our interview results, the present research examines the effects and problems of the waste-free activities done by the 24 industrial enterprises. These are mainly from the manufacturing industry, distributed as follows: 19 production bases of manufacturing industry, 1 R & D organization of a manufacturing industry, 2 offices of manufacturing industry and financial business, 1 place of distribution industry, and 1 place of construction industry. The framework of our study is based on a practice pattern of the resource productivity indicated by M.E. Porter and C. Van. Der. Linde. And our special attention was paid to following three points: (1) the 3R and productive efficiency, (2) advanced utilization of waste materials, and (3) reduction of disposal cost. Regarding the 3R and productive efficiency, generating restraint of 10% or more of the waste materials is performed in more than 60% of the industrial enterprise places. Material recycling, which is normally ranked higher than thermal recycling, was observed more in the manufacturing industry: More than 80% of the enterprise places recycle 80% or more as material recycling. Behind these facts, we observed advanced utilization of waste materials and reduction of disposal cost for creating raw materials and mineral fuels through material recycling. We identified a human factor as the motivation of their waste-free activities at many enterprise places, as well as an external factor of entrustment to recycling entrepreneurs.
