This research is conducted with the purpose of proposing the academic idea to open theuniversities to the public in present Japan. It deals with the struggle to realize the academic freedom of universities in both sides of vocational implications and systems and the author tried to clarify the historical phase of the development of them from the idea of Medieval university to 19th idea of W.v.Humboldt.At the first, the author examined the origin of Modern University in its fundamental conditions of the idea of "various students" and "student unions". And she researched into the ideas of Humboldt from freedom, academic and liberal's point of view in his thesis "Uber die innere und abere Organisation der hoheren wissenschaf-tlichen Anstalten in Berlin". As a result, Humboldt excluded vocational education from his idea of university.This paper concludes that the coexistent with the ideas of Humbold and new view on vocational education in universities will be usefu1 to open the universities to the public in present Japan.
