Chinese pension system is one of the most crucial issues in considering both management reforms and people's welfare in Reform Era after 1978. The Chinese pension system in Reform Era, put heavy burdens on business enterprises and at the same time it is far short for supporting aged generations. Chinese pension system slowly developed after the establishment of the Socialist government. The situation the government faced at the starting point was miserable, and the pension system was naturally discriminatory. The government exerted efforts to develop the system to cover wider range of people. However, Cultural Revolution which started in 1966 destroyed the system. In 1969, government adopted a peculiar pension system in which Danwei (enterprise unit) assume full responsibility for supporting retired workers. In Reform Era, this system became a heavy burdens on business enterprises, and at the same time, unreliable supporting system for aged generations. First of all, "Unit" factories (danwei) have been requested to pay their workers pension money on the one hand, and at the same time, they were expected to make struggles for survival in competitive markets on the other hand, in this way making "factories" new born "businness enterprises". Therefore, pension payments are becoming heavy burdens for many of the "business enterprises". Secondly, in this competitive situation, some of the new born "businness enterprises" are not successful in survival contests and, as a result, the payment are oftentimes delayed or even stopped for amazingly long periods. In this paper, the author described the changing process of Chinese pension system and analyzed its significance on management reforms and the impacts of manegement reforms on elders welfare.
