清水新二教授定年退職記念号The purpose of this paper is to clarify meaning of advocacy activity and role of advocates of DV victims by reviewing the role of private support groups. To accomplish it, I have paid attention to roles of advocates in USA where DV policy has highly advanced. In there peoples have developed the conception of advocacy to support DV victims. The persons who support DV victims in terms of advocacy have been called as “advocates". They should be trained as experts of advocacy activities and entitled to positions as specialists. On the other hand, activities of Japanese private groups to support DV victims have not been recognized as advocacy although they have fulfilled the role of advocates for a long time. Though the role to advocate DV victims is necessary in our society, it is still recognized as a task of public institutions. I think private support groups can attend DV victims kindly, protect their rights and moreover claim the reform of legal systems for improving it. These are such activities that the public institution cannot do. They are called as” Citizen Advocacy" and “System Advocacy," and they are the most important concept for supporting DV victims. In both countries, private support groups have performed these activities, but there is another meaning of ”System Advocacy" in the United States. The US support system works as an advocate that urge private sector and public institution to collaborate mutually. This collaboration is necessary for DV victim's safety, but I think there is too little collaboration in Japan. Therefore, I will consider how we can realize such collaboration and positioning of advocate in our system.
