The purpose of this article is to investigate the ideal feedback mechanism in the social welfare agency. In this article, an innovative system of conferences in a social welfare agency is analyzed in detail, acting as a feedback mechanism. Part 1 is an introduction. In this part, the purpose and method of this study are described, and a key concept is defined. Part 2 gives an outline of the feedback mechanism to explain the framework. Part 3 focuses on the advantage and disadvantage of the mechanism, and also on the factors which influence them. The aim of this part is to present hypotheses about factors which influence the effectiveness of the feedback mechanism in the social welfare agency. These factors are classified as followed : (a)the features of the feedback mechanism, (b) factors related to the participants in the feedback mechanism, (c) factors related to the partner agencies or bodies, and (d) the others. In conclusion, by summarizing the results of the study, useful guidelines in establishing the ideal feedback mechanism are proposed.
