After the Second World War, Japanese economy has growed greatly and Japan has become an affluent society. Accordingly Japanese social security schemes have been enlarged and improved. Shortly after the War, the objective of social security was considered to be a guarantee of minimum standard of living, because the new Japanese Constitution passed by the Diet in 1946 stipulates that all Japanese people shall have the right of wholesome and cultural minimum standard of living and financing ablity of the Japanese Government was limited at that time. But after 50 years from the end of the War, Japan has become able to provide people social security benefits which are over the minimum standard of living. Therefore present and future objective of Japanese social security systems should be a guarantee of healthy and stable standard of living.
