I. Foreword I have studied the history of the social welfare in the community. I think the development of the studies as follows; (1) chronologicla study, (2) study of social welfare activities, (3) comparative study and (4) theoretical studies. The historical study of the social welfare in the community means the stage from (2) study of social welfare activities to (4) theoretical studies. Each stage means as follows; (1) chronological study means to collect, social welfare activities in the community and arrange them chronological(2), Study of social welfare activities is to make clear social activities concerning each people in the community area (within prefecture, city, town and village), and to point out (1) characteristic of the social welfare, (2) developmental model of social welfare and (3) change in the level of social welfare in the community. (3), Comparative history compares the facts gained by the chronological studies and makes clear 0 the actual conditions of the social welfare activities, (2) social welfare model, and (3) social welfare level in Japan. (4), However, the stage of theoretical study is not yet discussed. 1. Viewpoint of studies This essay study the history of the actual conditions.in Fukushima City of the period from Meiji, Taisho era, according with the viewpoint of the study of social welfare conditions. To make clear the development of the social welfare in the community, it is necessary to study, (1) life history of social welfare subjects, (2) history of natural disaster, (3) history of social welfare administrations, (4) history of social institutions, (5) history of activities of residents, (6) history of persons, (7) history of educational attendants, (8) history of studies and cooperations in the case of social welfare and (9) history of volunteer. This study includes from (1) to (4) 2. Conclusion In Fukushima City, Meiji 10 years started public charities and private charities followed 10 years later. In the 30's, public and private institutions established, and in the 40's and early Taisho era, social institutions enlarged. In the late Taisho era, public institutions to develop living conditions of citizens appeared and moved the era of charities to social welfare. The monetary level of public charities changes from 1-sen (Meiji 20'), less than 1-sen (Meiji 30'), 7-sen (early Taisho era). 7-sen in the early Taisho era could afford 5-go or 1-sho of rice. However, in the later Taisho, the sum arose to 15-sen but only could afford 5-go of rise. This was the study of the social activities in the Fukushima City from Meiji to Taisho period.
