ひとりで背負わない子育て : 幼稚園における子育て支援事業「親子登園」に関する児童福祉的検討

The recently enacted Basic Act for Measures to Cope with a Society with a Declining Birthrate aims to promote various activities for supporting parents, including supporting services for child caretakers in kindergartens. In this service for kindergartens, kindergarten teachers provide parents in their neighborhoods with temporary aid and relief to prevent them from mental depression due to the burden of child caretaking. However, some specialists in child welfare point out that Japanese kindergarten teachers might not be up to the task of supporting kindergartens. The aim of this study is to test the hypothesis of whether Japanese kindergarten teachers are capable of carrying out child care support service. The present study reveals three points which might be obstacles to service in Japanese kindergartens. First, the relationship between teachers and parents is cooperative and teachers are not accustomed to support parents; second, training courses of kindergarten teachers do not include the activities of the support service; and third, Japanese kindergartens have not enjoyed good relationships with various organs of child welfare due to historical reasons; that is, kindergartens of the Ministry of Education and Nurseries of the Ministry of Interior have developed as different facilities.
