The aim of this paper is to identify the characteristic features of Report of the Mombusho Committee Appointed to Investigate the Methods of Teaching English in Secondary Schools,with a view to clarifying the Meiji government's intention embedded in their reform efforts for English teaching in secondary schools during the final ten years of the Meiji Period.Report had assumed two distinctive features in nature:Its primary focus on the `mastery(習熟)'of the fundamentals-pronunciation and penmanship-, and its primary direction towards teaching English as `skills'.Compulsory vocabulary as course arrangement,interrelating the English branches on the premise of teaching `sound first and letters next',inductive grammar teaching,and the management of students,teachers,and classes have been found to feature Report,when compared with the Middle School English Teaching Guideline on which Report was based.Thus,Repor had manifested quite a departure powerfully towards skill-oriented teaching.Given the fact that the cautionus attitude to the over-reliance on the Western New Methods,which was found to be largely a commmon reaction shared among the teachers at the English Teachers'Association,was not at all perceived in Report,this would suggest the Meiji government's determination to move forward in terms of a certain type of an interested English teaching method.
