A modeling of judgment and decision-making in ship operations is performed as a fundamental study for the development of an automatic ship navigation system. A prototype of knowledge based system for intelligent tasks of ship operators onboard is built. A simulation model for the judgment proposed, which is a hybrid of the knowledge based system and FORTRAN programming, is applied to the simulation of automatic ship navigation. It is shown that a collision avoidance algorithm works quite well and has a wide range of application under the supervision of the knowledge based system. Computer simulations for the navigation in Tokyo Bay and in emergency show reasonable and satisfactory results. A development of the new and flexible prototype and a practical application of the hybrid model for the judgment and decision-making seems to be quite promising. Modification and extension of the simulation system SISANAM after publication of the 1st report are described in appendix.
