Firstly a general concept of the traffic safety at congested seas is discussed in the relation of the potential danger of collision and the ability of collision avoidance. Various factors affecting or relating to the traffic safety will be placed tidily in the framework of the concept. After the examination of the methodology and the concrete methods of the safety assessment, features and advantages of the full scale test, model test and computer simulation are compared. The importance of computer simulation techniques as the concrete and practical method is shown. The rational safety assessment method is based on the system evaluation method. The multi-objective performance evaluation technique enables the synthetic evaluation of the large scale system. A proper choice of the performance evaluation function is required for the evaluation, though there is not any general way established. The technique of the analytic hierarchy process (AHP) is a powerful method to determine the hierarchical structure and the weighting functions in the performance function. Both of subjective and objective factors are essential for the rational evaluation. The objective performance evaluation function obtained by the technique reflects subjective factors of the experts who carry out the evaluation. The computer simulation with human friendly and graphic interfaces enables the instinctively subjective factors to be taken into the evaluation. A proposal on the method of official safety assessment for the automatic ship navigation system is made. It is consisted of four stages, i.e. the examination of the design by means of documents and charts inspection, the synthetic computer simulation, the full scale experiment, and the on-job assessment in practice. The philosophy for the determination of the official safety criteria is stated. Lastly the computer simulation system in the Ship Research Institute designed for the evaluation of the automatic ship navigation system is introduced.
